
At the end of 2019, France, through its parliament, committed to phasing out support tools for the most carbon-intensive technologies. A first step was taken by revoking guarantees and financing for coal exploration and extraction projects, as well as hydraulic fracturing for oil and gas projects. A report analyzing the economic impact of extending this revocation to other fossil fuel sectors (gas and oil) was submitted to parliament in the fall of 2020.
In parallel, institutions involved in managing these tools, such as Bpifrance, the Directorate General of the Treasury, and certain parliamentarians, initiated a reflection on adapting French export instruments related to renewable energies and access to energy. The France Relance Plan and initiatives from the Strategic Committee for New Energy Systems also aim to develop a national industry in strategic sectors, including renewable energies.
In response to these challenges, ADEME and SER, in collaboration with other partners, identified French subcontractors in the most developed international energy sectors. This inventory aims to present the existing French offer and provide guidance to project developers in maximizing the French share. This document includes a study methodology, concrete examples, and a collection of detailed subcontractor profiles.
