Sub-Saharan Africa currently faces significant challenges and financing needs to ensure universal access to electricity. Achieving this goal will involve a combination of technical options such as network extension, mini-grids, and individual solutions. AFD's access strategy aims to support policies favorable to universal electrification, strengthen local capacities, and continue the densification of network connections.
To this end, AFD seeks to accompany skills and project development, particularly in peri-urban and rural areas. This includes prioritizing network extensions, supporting solar or hybrid mini-grids, and assessing the impacts of these projects. Additionally, innovation is encouraged to facilitate energy access by supporting the development of innovative solutions and promoting data sharing for a better understanding of the issues.
Lastly, Public Service Delegation (PSD) is presented as an effective means to ensure the long-term viability of energy access projects. By mobilizing public and private stakeholders, PSD offers a strong regulatory framework and suitable financing modalities while ensuring the sustainability of energy services. Economic models must consider full costs, and PSDs can also integrate objectives for electrifying social centers to maximize the socio-economic impacts of electrification.
