Cybersecurity: What Legal Tools Are Available to Protect Electrical Infrastructures?

In light of the rapid digitalization of the electrical sector and the increasing number of cyberattacks, cybersecurity has become a crucial issue to ensure the continuity and resilience of critical infrastructures such as the electrical system. What legal and technical obligations must industry stakeholders comply with today to protect these essential systems? How can network codes, as regulatory tools, effectively integrate rules that ensure both the security and reliability of the electrical system?

This webinar offers a comprehensive analysis of the legislative and regulatory frameworks currently in place, while exploring best practices adopted at the international level. It will also highlight the challenges of coordination among operators, regulators, and public authorities, as well as the institutional challenges associated with a coherent management of cyber risks. Through concrete examples from the study of five countries (France, Great Britain, the United States, India, and Kenya), this session will provide a strategic reflection on how to address an ever-evolving cyber threat and the roles that each party must assume in this collective struggle.

The Speaker:

Henri Maria is a lawyer at the Paris Bar, specializing in energy law. He supports various institutional and private stakeholders in implementing reform projects, drafting sector-specific normative frameworks, and developing legal strategies tailored to contemporary energy challenges. He regularly conducts specialized training sessions for electricity operators.

Henri Maria began his career at the Electricity Transmission Network (RTE), where he worked on issues related to the connection of industrial consumers to the French electricity transmission network. He later contributed to the development of technical-legal activities within RTE International. This experience has led him to work in numerous countries across Europe, Africa, Asia, and Latin America, providing him with a comprehensive and cross-cutting perspective on the challenges faced by energy operators in diverse environments. His career has also allowed him to explore innovative topics, such as the cybersecurity of electrical systems, particularly through the development of network codes and the study of rules applicable to critical infrastructures.

Academically, Henri Maria graduated from the Lille Institute of Political Studies and holds two Master's degrees in energy law and environmental law, obtained from the University of Paris 1 Panthéon-Sorbonne. He is also a graduate of the Institute of Public Business Law (IDPA).
